Hm. Recent hand-me-down in Victorian or somewhat more recent music box. Family owner had been in the Lantern Corps, but either they, or the remaining partner after they passed, had Alzheimer's, so the ring was just totally buried under piles of junk for the longest time, forgotten for decades.
Hmm. Perhaps it could be found on the shores of an underground lake by a reluctant adventurer who was trying to avoid an unpleasant end at the hands of a strange hermit with a penchant for riddles. It's rather far-fetched, I'll grant, but I could have sworn I'd heard a similar tale before somewhere.
It's a trap, sent by the Qwaardian, the Sinestro Corps, or another appropriately powered villain organization. The ring is, for all intents and purposes, a GL ring, with a nasty sleeper program to screw with the Central Battery at a certain time (either something short term like a bomb or something long term like the equivalent of a backdoor virus). Either on a timer or on a set of conditions, it would allow the "Green Lantern" to establish himself or herself (or itself; we are talking about the Corps here) as a respected Earth hero/Corps representative before delivering the surprise. Of course, it's a GL ring, with that weird semi-intelligence, and it may be trying to warn the Lantern as he begins to figure out how to use the thing.
The ring doesn't actually have to be a ring, right? Like Gnort's ring is more like a sweat band? How about an uraeus of suitably mysterious provenance?

What I came up with was "all the GLs from Earth are too busy on Oa to do sector patrol, so here, have a ring."
... not one of my more satisfying moments as a GM.
